The European Community, having as main historical direction the economy and trade, expanded with the Treaty of Maastricht its action field also to the cultural area, with the objective to strengthen the participation of the citizens to the development of the European Union.
Target of the European Union, in collaboration with the governments of the Countries - Members and the Self-government Organisations, is to contribute to the "development of the cultures of the Countries - Members with the support of cultural activities and the strengthening of the cultural particularity in each area in the framework of the European economic transactions". In this way, development is promoted in the countries of the Union, respecting the national and regional polymorphism, highlighting the cultural heritage of each area.
This framework facilitates the planning of relevant strategy by the Self-government Organisations that will seek the protection and utilisation of the local cultural heritage, as this already forms a central point of development action and result for the total of the local society. The promotion of new aesthetics and the respect for the structured environment - and in many cases for the natural environment as part of the local tradition - contributes to the attraction of cultural tourism and creates new opportunities of viability and development.
At the same time, new important prospects are opened up for the promotion of actions of collaboration and entrepreneurship between national, regional and mainly Local Self-government actors from the 27 Countries - Members in the area of Culture. In this framework, the undertaking of actions, the establishment of collaboration standards, the broader network possible and the relevant politics for the promotion of all of the above by the Self-government, are imperative. The sector of Culture forms a new action field for the Self-government Organisations as it encloses the ensemble of each local society.
The European Conference and the Exhibition intended to highlight the issues that concern the planning of actions, the conclusion of collaboration and entrepreneurship, the networking and the strategic projection in the sector of culture and the utilisation of good practices on those objectives by the Self-government Organisations. At the same time, forwarded were the concept of collective planning, the exchange of experiences and technical knowledge between the Self-government Organisations on European level.

OBJECTIVES
1. The prominence of possibilities that are provided to the Local Self-government in the culture sector.
2. The examination of policies and initiatives for culture that are promoted by the European Union on a Regional and Local level.
3. The presentation of the Legal and Institutional Framework that are provisioned for the undertaking of initiatives for the restoration and the protection of the local cultural heritage by the Local Self-government.
4. The analysis of corporate programs and other financing possibilities for actions regarding the restoration of cultural monuments and areas by the Local Self-government Organisations.
5. The presentation of monitoring structures of actions for the protection and restoration and the treatment of relevant administrating and maintaining problems by the Local Self-government.
6. The examination of techniques for the communicative prominence of the local cultural heritage by the Local Self-government aiming to attract quality tourism.
7. The presentation of activities and good practices of the Local Self-government in the sector of Agrotourism - Ecotourism that contribute to the local development.
8. The presentation of good practices and of techniques for organising cultural events by the Local Self-government.
9. The examination of possibilities for intergovernmental cultural collaboration and associations between the Local Self-government Organisations in the framework of the International Organisations and the European Union.
10. The presentation of good practices of the Local Self-government in networking, promotion of the project and the communication of the Local Self-government organisations in the cultural sector.
